Dr. Frank M. Bishop, M.D., partner at EYE-Q, is a board-certified ophthalmologist who specializes in LASIK surgery. He is a Valley native who attended the University of the Pacific (UOP), graduating magna cum laude. At UOP, he played NCAA Division 1 water polo and swam, gaining recognition as an NCAA Scholar Athlete. He then received his M.D. from the F. Edward Hebert School of Medicine at the Uniformed Services University of the Health Sciences, graduating with a Dean’s Letter of Commendation.

After completing an internship in 1996, Dr. Bishop completed the Navy’s rigorous Undersea Medical Officer training before serving as the Diving Medical Officer for SEAL Delivery Team ONE in Hawaii.
In 1999, Dr. Bishop entered his ophthalmology residency at Naval Medical Center San Diego (NMCSD). He was the first Navy ophthalmology resident in 20 years to participate in a humanitarian mission, performing cataract surgeries in Indonesia, followed by additional missions throughout the Pacific in 2006 aboard the Navy’s hospital ship, USNS Mercy, and to Burkina Faso, West Africa in 2008. In 2002, he became Head of Vision Services at the Naval Hospital, Guam, later returning to NMCSD in 2004. In 2012, Captain Bishop was honored with selection as Chairman of the NMCSD Ophthalmology Department.
In 2015, Captain Bishop was appointed Specialty Advisor for Ophthalmology by the Surgeon General, United States Navy. This was followed in 2017 by his selection as the Director of Surgical Services at NMCSD, where he led nearly 1,000 active duty and civilian personnel. His personal awards include the Defense Meritorious Service Medal, the Navy and Marine Corps Meritorious Service Medal, two Navy and Marine Corps Commendation Medals, two Navy and Marine Corps Achievement Medals, and the Army Achievement Medal.
In his spare time, Dr. Bishop enjoys traveling, eating, and spending time with his wife and two children.
