Dr. Eugene Chang earned a Bachelor of Arts in Political Science from Brown University and a combined MD and MBA from Tufts University School of Medicine in Boston. He returned to the West Coast for his internship at the University of California, San Francisco, Fresno campus. Dr. Chang completed his residency in Ophthalmology at the California Pacific Medical Center in San Francisco. He concluded a prestigious two-year medical and surgical Retina-Vitreous fellowship at Rush University/Illinois Retina Associates in Chicago, Illinois.

He is very knowledgeable. He is abrupt and did not seem to have but 5 min for me. He did take the time to teach the nurses how to take a proper eye picture.
