He returned to the West Coast for his internship at the University of California, San Francisco, Fresno campus. Dr. Chang completed his residency in Ophthalmology at the California Pacific Medical Center in San Francisco. He concluded a prestigious two-year medical and surgical Retina-Vitreous fellowship at Rush University/Illinois Retina Associates in Chicago, Illinois.

The referring Opthalmologist or Dr Chang should ensure the patient receives the procedure risk in advance and not the day of surgery/procedure so they don't have minutes to make an informed decision to proceed or refuse procedure. Also include discharge or after procedure instructions.
